On Thursday, 19th March 2026, Colt Canada has been awarded a $307 million CAD contract under the Canadian Modular Assault Rifle (CMAR) program, led by the Defence Investment Agency, to deliver a modernized small-arms capability for the Canadian Armed Forces.

The CMAR program represents a generational modernization effort, replacing the legacy C7/C8 rifle fleet, which has been in service for more than 35 years, with a contemporary, modular weapon system designed to meet evolving operational requirements across the full spectrum of military operations.
At the centre of the program is the C25 General Service (GS) Weapon System, a fully integrated and Canadian-manufactured rifle system developed to deliver enhanced ergonomics, adaptability, and system-level performance for Canadian Armed Forces personnel.
The CMAR program is a cornerstone investment in Canada’s defence readiness and industrial capability, said Sean Congdon, President and CEO of Colt Canada. The C25 General Service Weapon System reflects decades of experience supporting the Canadian Armed Forces, while delivering a modern, adaptable platform built in Canada for Canada.
The announcement was made at Colt Canada’s manufacturing facility in Kitchener, Ontario, in the presence of federal government officials, senior Department of National Defence representatives, and local Members of Parliament.

C25 General Service (GS) Weapon System
The C25 GS Weapon System is delivered as a complete, integrated capability, ensuring consistency, interoperability, and operational readiness from initial fielding through sustainment.
Key features of the system include:
- Low Power Variable Optic (LPVO) with 1–6x magnification, enabling rapid target acquisition and engagement across a wide range of distances
- Fully ambidextrous lower receiver controls, including bolt catch and release, magazine release, and fire selection, supporting effective operation by all users and enhancing adaptability in complex environments
- Suppressor is a 3D-printed Multi Function Muzzle Device (MFMD), designed as an integral component of the weapon system
- 13.7-inch cold hammer forged barrel, optimized for durability and sustained performance
- Two-stage trigger, providing consistent and predictable trigger control
- Tactical rifle sling, user convertible from two-point to one-point attachment
- 5-slot Modular Rail Rifle (MRR) Upper Receiver with an integrated STANAG 4694 NATO accessory top rail and a free-floating barrel, supporting modularity with MLOK and accessory integration
The system is finished in Cerakote Flat Dark Earth (FDE) across key components, including the upper and lower receivers, suppressor, magazine, receiver extension, LPVO, and optic mount. Matching FDE weapon furniture includes the buttstock, hand grip, and back-up sights, providing a cohesive, operationally relevant configuration.
Canadian Modular Assault Rifle (CMAR) Program Overview
The CMAR program delivers a comprehensive, end-to-end capability and includes:
- 30,000 C25 weapon systems for the Canadian Armed Forces
- Full engineering and program support services, including:
- Technical Data Package development
- System development, testing, and evaluation
- Technical publications in both English and French
- Life Cycle Management
- 80 percent Canadian content, supported by a robust network of domestically sourced suppliers
- Investment in new manufacturing equipment, including a new hammer forge to expand domestic production capacity and enhance long-term manufacturing capability
- Two years of spares support, ensuring operational availability and sustainment readiness
- Operator and maintenance training courses, supporting safe, effective, ands ustained in-service use
- The program reinforces Canada’s defence industrial base, supports skilled manufacturing employment in Ontario, and strengthens Canada’s ability to deliver and sustain critical defence capabilities domestically.
To support delivering this program and other allied NATO small arms replacement programs, including Denmark’s recent order for 50,000+ assault rifles, Colt Canada is currently embarking on a facility expansion (Denmark Receives the First Batch of Gevær M/25).
