The Polish Armaments Group will receive over 2.4 billion PLN in funding from the Capital Investment Fund, administered by the Ministry of State Assets. Thanks to the funding granted to four companies within the ammunition sector, it will be possible to further expand existing infrastructure as well as establish new facilities and production lines. This supports the implementation of a concept involving the organization of three ammunition factories within PGZ. It will significantly increase production capacity in the area of munitions and explosives, including the currently critical 155 mm caliber ammunition (The first thousands of 155 mm shells have rolled off Mesko’s production lines. Target: 150,000 rounds per year).

An official signing ceremony for four investment agreements between PGZ and the Ministry of State Assets took place at the ministry’s headquarters. In the near future, PGZ will sign further investment agreements with its subsidiary companies and transfer the funds to finance the projects.
“The Ministry of State Assets supports the development of Poland’s defense industry, and the construction of large-caliber ammunition factories is one of the key strategic projects overseen by the ministry. Our goal is to rapidly increase domestic production of this type of armament, which is crucial on the modern battlefield. The more than 2.4 billion PLN from the Capital Investment Fund that will soon reach companies within the PGZ Group will significantly boost 155 mm ammunition production capacity. The first tranches will be transferred to the companies later this month, and they will immediately begin implementing their business plans. The ministry will monitor this process closely,” said Jakub Jaworowski, Minister of State Assets.
“In evaluating the applications, we paid particular attention to the fact that, according to the submitted business plans, the entire production process will take place in Poland. This will allow us to become independent from foreign suppliers and establish a solid foundation for national autonomy. It also aligns with the repolonization strategy and, in the longer term – after the needs of the Polish Armed Forces have been met – creates an opportunity to export this type of ammunition,” Minister Jaworowski added.
At the initiative of the Minister of State Assets, a law on financing actions aimed at increasing ammunition production capacity came into force in the second half of November 2024. This legislation enabled the Capital Investment Fund, overseen by the Minister of State Assets, to be topped up with approximately 3 billion PLN. Of that amount, 2 billion PLN came from the budget of the Ministry of National Defence, while the remaining funds were provided in the form of Treasury securities. The goal is to increase ammunition production capabilities within the territory of the Republic of Poland by supporting strategically important investments for national security.
On March 28 of this year, the Polish Armaments Group submitted applications to the Capital Investment Fund of the Ministry of State Assets for funding to expand 155 mm artillery ammunition production capacity. Currently, the PGZ-Amunicja consortium is carrying out a contract worth 11 billion PLN, signed on December 22, 2023, with the Armament Agency. The contract includes the delivery of nearly 300,000 rounds of 155 mm artillery ammunition between 2024 and 2029. It is being implemented under the National Ammunition Reserve program.
The following companies will receive funding from the Ministry of State Assets’ Capital Investment Fund:
- Zakłady Metalowe Dezamet for expanding production capacity for 155 mm large-caliber ammunition. Funding amount: 1,358,000,000 PLN
- Mesko for increasing production capacity for 155 mm shell bodies. Funding amount: 887,200,000 PLN
- Zakłady Chemiczne Nitro-Chem for the purchase of technological lines for the filling (elaboration) of 155 mm large-caliber ammunition. Funding amount: 113,304,300 PLN
- Zakład Produkcji Specjalnej Gamrat for the construction of facilities and production of gas generators. Funding amount: 66,170,000 PLN
“We are rapidly expanding our production capacity, increasing output volume, and actively acquiring the competencies and technologies needed to manufacture essential types of armament. This is our direct response to the dramatic shift in the security landscape in Europe and the resulting needs of the Polish Armed Forces. In both our planned and ongoing efforts, we are utilizing every possible source of funding,” said Adam Leszkiewicz, President of the Management Board of the Polish Armaments Group. “The Ministry of State Assets positive decision to activate funding from the Capital Investment Fund enables us to secure resources for a swift and substantial increase in production capacity, particularly in the critical 155 mm ammunition segment. The funds granted to Dezamet, Mesko, Nitro-Chem, and Gamrat will be directly transformed into our shared security,” Leszkiewicz emphasized.
Investment efforts in each company will involve the construction of essential infrastructure – such as buildings and production halls – as well as the purchase of modern machinery and equipment.
“The funds we’ve been granted will allow us to boost production capacity and expand infrastructure. They also pave the way for entry into new technologies, increased profitability, and greater competitiveness on both the domestic and European markets. As part of the allocated funding, we have prepared a concept for the organization of three ammunition factories. These will be based both on the expansion of existing plants and the construction of new production lines dedicated to 155 mm ammunition. Preparatory work is already underway,” said Arkadiusz Bąk, First Vice President of the Management Board of the Polish Armaments Group. “We are already carrying out a contract for the delivery of 280,000 rounds of 155 mm ammunition to the Polish Armed Forces. What we are now discussing in the context of expanding our ammunition companies is our effort, wherever necessary, possible, and economically justified to achieve full industrial autonomy, control over production, and security of the supply chain,” Bąk emphasized.
