On Wednesday, 19 November 2025, Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz, Minister of the Interior and Administration Marcin Kierwiński, and Chief of the General Staff of the Polish Armed Forces Gen. Wiesław Kukuła held a press conference regarding the actions taken in response to acts of sabotage targeting railway infrastructure.

“The acts of sabotage that have occurred, including the unprecedented cases of placing explosive devices to disrupt the operation of critical infrastructure, require intensified efforts and close cooperation between the services subordinate to the Ministry of the Interior and Administration, as well as the Armed Forces of the Republic of Poland, with particular emphasis on the Territorial Defence Forces. This cooperation must be strengthened even further,” Deputy Prime Minister Władysław Kosiniak-Kamysz said during the press conference.
Gen. Wiesław Kukuła, Chief of the General Staff of the Polish Armed Forces, announced that the Polish Armed Forces will begin their activities on 21 November, with up to 10,000 soldiers from all branches of the military taking part.
“We have at our disposal the largest security budget in history – 200 billion złoty next year. This means preparing forces, strengthening defense capabilities, operational readiness, training, and equipment, but also a real commitment to ensuring the safety of every Polish citizen. (…) Up to 10,000 soldiers will be assigned to Operation Horyzont. This is another major operation following Safe Podlasie, which deployed around 5,000 soldiers daily; the operations carried out in the Baltic Sea; Eastern Sentry; the activities along the eastern defense line; and the recent actions during which all of the nation’s air-defence systems actively monitored and protected Polish airspace from threats. A request on this matter will be submitted to the President of the Republic. The situation requires decisive action,” the defense minister emphasized.
“All components, within their respective areas and domains of operation, will be placed under unified command and cooperation within the framework of the operation. The Polish Armed Forces will support the activities of the services responsible for internal security. Our goals will be to support the services subordinate to the Minister of the Interior and Administration, prevent acts of sabotage and subversion, limit the freedom of action of potential perpetrators and introduce additional risks that will make such actions unprofitable and unacceptable, as well as to activate citizens, encouraging them to observe their surroundings more carefully and report situations that may cause concern,” said Gen. Wiesław Kukuła, Chief of the General Staff of the Polish Armed Forces.
“This is another operation meant to show that police officers, border guards, firefighters, and soldiers will work hand in hand. Recall how strong this cooperation was when we were fighting to ensure the safety of Poles. I know it well, because I repeatedly thanked the Prime Minister and the General for their hard work in restoring security in Łódź. But this is also a matter of our shared responsibility and the relationships between all services. When it comes to security on the eastern border, without this joint operation we would never have achieved over 98% effectiveness in preventing illegal crossings. Infrastructure is important, but without cooperation between people, it would not be possible,” said Minister of the Interior and Administration Marcin Kierwiński during the press conference.
Wszystkie komponenty, w odpowiednich obszarach i przestrzeni działania, będą podlegały jednolitemu dowodzeniu i współpracy w ramach operacji. Wojsko Polskie będzie wspierać działania służb odpowiedzialnych za bezpieczeństwo wewnętrzne. Naszymi celami będą wsparcie służb podległych Ministrowi Spraw Wewnętrznych i Administracji, zapobieganie aktom sabotażu i dywersji, ograniczenie swobody działania potencjalnych sprawców oraz wprowadzenie dla nich dodatkowych ryzyk, czyniących ich działania nieopłacalnymi i nieakceptowalnymi, a także aktywizacja obywateli, zachęcanie do uważniejszej obserwacji najbliższego otoczenia i zgłaszania sytuacji, które mogą budzić niepokój – poinformował szef Sztabu Generalnego Wojska Polskiego gen. Wiesław Kukuła.
To jest kolejna operacja, która ma pokazać, że policjanci, strażnicy, strażacy oraz żołnierze będą współpracować ramię w ramię. Przypomnijcie sobie Państwo, jak silna była ta współpraca, kiedy walczyliśmy o bezpieczeństwo Polaków. Wiem to, bo wielokrotnie dziękowałem Panu Premierowi i Panu Generałowi za ciężką pracę przy odbudowie bezpieczeństwa w Łodzi. Ale to także kwestia naszej wspólnej odpowiedzialności i relacji między wszystkimi służbami. Jeżeli chodzi o bezpieczeństwo na wschodniej granicy – przecież bez tej wspólnej operacji nie osiągnęlibyśmy ponad 98% skuteczności w zapobieganiu nielegalnym przekroczeniom. Infrastruktura jest istotna, ale bez współdziałania ludzi nie byłoby to możliwe – mówił podczas konferencji szef MSWiA Marcin Kierwiński.
