On Monday, 20 October 2025, at the headquarters of the Ministry of State Assets, additional agreements were signed under the Narew program, enabling the implementation of strategic projects that will increase the capabilities of the Polish defense industry. Under these agreements, four companies belonging to the Polish Armaments Group (PGZ) will receive 3 billion PLN in funding from the Capital Investment Fund (FIK).

Thanks to the agreements signed, Jelcz, PIT-Radwar, Wojskowe Zakłady Uzbrojenia, and Zakłady Mechaniczne Tarnów will receive funding for the expansion of infrastructure and production capabilities, which will translate into increased operational scale and effective implementation of a wide range of technical-modernization programs for the Polish Armed Forces, including air-defense systems. This is another initiative financed through the Capital Investment Fund, a state special-purpose fund administered by the Minister of State Assets. In August of this year, 2.4 billion PLN was allocated to expand national large-caliber ammunition production capabilities for Zakłady Metalowe Dezamet, Mesko, Zakłady Chemiczne Nitro-Chem, and Zakład Produkcji Specjalnej Gamrat (Polish Armaments Group presents concept for constructing three ammunition factories).
“Today we are taking another major step toward expanding the national defense industry – PGZ is receiving 3 billion PLN from the Capital Investment Fund for the development of the Narew program. This is yet another large agreement in recent months – in July we signed a 2.4 billion PLN contract with PGZ for the construction of 155 mm ammunition factories. In this way we are implementing the MAP priorities adopted by the government for the second part of the term: we are securing financing for investments in the defense industry while also striving to increase the share of domestic components. With this agreement, we not only strengthen Poland’s defense capabilities but also build lasting foundations for an innovative and competitive national defense-industry sector,” said Wojciech Balczun, Minister of State Assets (Start of implementation of Narew program executive contracts).
Under the investment agreements signed today as part of the Narew program, the allocated funds will be used for:
- the construction of a new production plant for Jelcz, which will make it possible to increase the number of vehicles sold to 1,600 units annually in the final year of the projection. The plant will supply, among other things, chassis for short-range air-defense and missile-defense solutions, including P-18PL radars, Sajna radars, iLauncher missile launchers, PET/PCL passive radar systems, as well as communications and command systems. The value of the agreement is 756,090,000.00 PLN;
- expanding the production capacity of PIT-Radwar through the construction of a modern production and technology facility with full laboratory infrastructure in Kobyłka, and the gradual transfer of production activities from the current location in Warsaw. The investment will increase PIT-Radwar’s production capabilities necessary for programs such as Wisła, Narew, and Pilica+. The new plant will manufacture, among other things, radar reconnaissance systems, command-and-control systems, fire-control systems, weapon systems, Identification Friend or Foe (IFF) systems, missile components, and lifecycle support services. The value of the agreement is 1,721,800,000.00 PLN;
- creating the infrastructure necessary for the production of air-defense and missile-defense system components at Wojskowe Zakłady Uzbrojenia (WZU) in Grudziądz, which will directly enhance the military security of the Republic of Poland and allow the company to be integrated into the supply chain for foreign-contract projects. The goal of the project is also to increase revenues and sales volumes as new product lines are developed, including the integrated iLauncher, command cabins, and mobile workshops. The value of the agreement is 198,400,000.00 PLN;
- expanding the production, service, and R&D capabilities of Zakłady Mechaniczne Tarnów through, among other things, the purchase of modern machinery and production equipment, and the construction and expansion of production halls as well as laboratory and R&D facilities. The modernized production infrastructure will enable effective implementation of contracts for the Remote-Controlled Weapon Station (ZSMU A3 and A3B), counter-UAS systems, the Ottokar Brzoza tank destroyer, and the Narew program. The value of the agreement is 309,600,000.00 PLN.

Securing funds from the Capital Investment Fund to expand production capacity will maximize the competencies of these facilities and accelerate the implementation of programs for the Polish Armed Forces, especially in the area of air defense – a domain that will be crucial on the future battlefield. These funds will support not only the Narew program, but also a number of other orders that we hope to obtain for the PGZ Group,” said Adam Leszkiewicz, President of the Management Board of PGZ.
