The Ministry of National Defense denies reports of drastic budget cuts

The Polish Ministry of National Defense has denied TV Republika‘s reports of plans to reduce expenditures by 25% (PLN 57 billion) under the Central Material Plans for the years 2025-2028.

On Thursday, July 4, 2024, Telewizja Republika reported that it had obtained financial plans that the Ministry of National Defense allegedly sent to the General Staff of the Polish Armed Forces (SG WP) for agreement. The document indicated a 25% reduction (57 billion PLN, ca. 14.4 billion USD) in expenditures under the Central Material Plans (CPR) for the years 2025-2028. These plans were reportedly negatively reviewed by the Chief of the SG WP, General Wiesław Kukuła. The Ministry of National Defense has firmly denied these reports.

Editor Piotr Nisztor published a post on the social media platform X, indicating that expenditures under the CPR are to be reduced:

  • by 4.7 billion PLN (9.4 %) in 2025;
  • by 6.5 billion PLN (11.4 %) in 2026;
  • by 18.04 billion PLN (30.2 %) in 2027;
  • by 28.02 billion PLN (44.6 %) in 2028.

Former Deputy Prime Minister and Minister of National Defense in the PiS government, Mariusz Błaszczak:

Sabotage by Tusk’s government. According to the document obtained by TV Republika, they plan to cut defense spending: by 9% in 2025, by 11% in 2026, by 30% in 2027, by 44% in 2028. This is a blow to our security! We demand immediate explanations!

Refutation by Deputy Prime Minister and Minister of National Defense Władysław Kosiniak-Kamysz:

Ladies and gentlemen, what MP Mariusz Błaszczak wrote today is a lie. According to our plans, defense spending will increase by at least 10% compared to this year’s budget. Please do not repeat lies and do not rely on unclear sources. Our adversaries, especially in the East, are just waiting for this.

Response from MP Mariusz Błaszczak:

Minister, in the documents shown by TV Republika, it is black and white that you plan to take 57 billion PLN from the army. Thanks to the vigilance of General Kukuła, who opposed these plans, it may be possible to stop the budget drain of the Polish Armed Forces. Address the documents, not repeat party lines. I also advise you to finally understand that you are being sabotaged by Tusk. This is yet another such case. Wake up! This is about Poland’s security!

Statement by the Ministry of National Defense

Statement by the Ministry of National Defense regarding false information about planned defense spending cuts

The Ministry of National Defense firmly denies the information provided by TV Republika, alleging that the Ministry plans to cut defense spending by 57 billion PLN from 2025 to 2028. These claims are completely baseless and mislead the public.

The Ministry of National Defense does not plan any budget cuts amounting to 57 billion PLN. In fact, next year we plan to increase the army’s budget by 10%, which is part of a long-term national security strategy aimed at strengthening our armed forces in the face of current geopolitical threats.

The dissemination of unverified and false information by the media is irresponsible and harmful. We urge all media to be reliable and to thoroughly verify facts before publication. False information can affect the public’s sense of security and create unnecessary chaos.

The Ministry of National Defense demands an immediate correction of the false information by TV Republika. If no correction is made, we will consider taking appropriate legal action to protect the good name of the Ministry and prevent further dissemination of disinformation. Additionally, questions arise about possible foreign, including Russian, inspirations behind these actions. We want to know on whose behalf the authors of these false reports acted and what their motivations were.

Deputy Minister of National Defense Cezary Tomczyk:

Mr. Błaszczak – together with your colleagues from PiS, you are no different from Russian trolls who attack the Polish Army and the Ministry of National Defense every day. The budget will be 10% higher – you are a hypocrite, a liar, and an irresponsible person.

Response from MP Mariusz Błaszczak:

Our MPs have shown that the document regarding budget cuts is genuine. You wanted to take funds away from defense, you haven’t explained this, and once again – just like in the years 2007-2015 – you want to weaken the Polish Army. And in response to this statement, I am submitting a defamation complaint to the prosecutor’s office.

Minister of Finance Andrzej Domański:

Defense spending is our priority. Next year, it will increase not only nominally but also in relation to GDP.

The General Staff of the Polish Armed Forces confirmed the authenticity of the published document fragments, but this does not necessarily mean that spending reductions will occur.
