On Wednesday, 22 October 2025, the Polish Armaments Group (PGZ) and its subsidiary Mesko from Skarżysko-Kamienna signed two strategic agreements with the French company Eurenco regarding the acquisition of technology for the production of modular charges and the securing of supplies of key raw materials necessary for their manufacture.

The Presidents of the Management Boards of the Polish Armaments Group – Adam Leszkiewicz, Eurenco – Thierry Francou, and representatives of the Management Board of Mesko signed an agreement enabling the establishment of a joint venture whose goal will be the production of modular charges in Poland. The production capabilities that will be created as a result of this initiative will meet the needs arising from the output of Factory No. 1 and Factory No. 2, which are part of PGZ’s ammunition cluster comprising three 155 mm ammunition plants. Ultimately, the plan calls for the production in Poland of at least 600,000 modular charges annually, with the option to source additional charges from the foreign partner if necessary.
“The cooperation between PGZ, Mesko, and Eurenco is an example of industrial partnership that genuinely strengthens the defense capabilities of Poland and Europe. The establishment of the joint venture aligns with our concept of building three 155 mm ammunition factories, enabling the diversification of production and the fullest use of the competencies of individual plants. It is the first step toward building one of these factories dedicated to the production of multi-base propellant,” said Adam Leszkiewicz, President of the Management Board of the Polish Armaments Group.
“The creation of joint ventures in Poland is a cornerstone of Eurenco’s current development. In recent years, we have demonstrated that we can act quickly, building new production capacities and thereby contributing to the resilience of the industrial supply chain while ensuring secure deliveries for our customers. By producing modular artillery charges in Poland, in accordance with the highest safety and efficiency standards, Eurenco is supporting Poland’s strategy for production independence and fully fulfilling its mission as a key defense actor in the service of sovereignty,” said Thierry Francou, President of the Management Board of Eurenco.
The second strategic document signed during the ceremony was a letter of intent concerning the securing of supplies of key raw materials necessary for the production of modular charges. Together with earlier agreements between PGZ and its foreign partners, this will ultimately give the Polish side sovereign capability in the production of complete 155 mm ammunition.
“This is a step not only toward greater autonomy for our defense industry, but also an expression of responsibility toward the needs of the Polish Armed Forces and our NATO allies. We are consistently expanding our technological and manufacturing competencies, becoming an increasingly important component of the European security system. Eurenco was selected after a long process of choosing a technology partner for the production of propellant and modular charges,” added President Adam Leszkiewicz.
