On Thursday, 25 September 2025, at the Rosomak company’s facility in Siemianowice Śląskie, part of the Polish Armaments Group (PGZ), Polish Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz took part in the signing of a framework agreement for the delivery of 1,266 Legwan light tactical vehicles for the Polish Armed Forces.

“Another day and another contract for equipment for the Polish Armed Forces signed with a Polish company (…) We choose what is best. This year we have a framework agreement for the delivery of vehicles for the Polish Armed Forces from Siemianowice Śląskie, but there will also be an executive contract. The defence industry must be a driving force of our economy,” said Deputy Prime Minister Władysław Kosiniak-Kamysz during the signing of the framework agreement for more than 1,200 Legwan vehicles for the army.
The agreement, concluded between the Armament Agency, representing the State Treasury of the Republic of Poland, and a consortium composed of Rosomak (as leader) and the Polish Armaments Group, concerns the delivery by 2035 of a total of 1,266 off-road vehicles built on the KIA KLTV 4×4 chassis.
“These will be Legwan vehicles in various configurations. This shows that the cooperation proposed by President Leszkiewicz between Rosomak, Jelcz, and Autosan seems fully justified. This is something we should continue to develop. (…) This is about building the strength of the Polish economy. The defence industry must be the driving force of the Polish economy. (…) On 1 August this year, we were all here together with our Korean partners at Bumar-Łabędy. We decided that production of the Polish-configured K2 tank would begin. At that time, 180 tanks were ordered for the Polish Army. We signed that commitment. This process is moving forward. (…) Silesia can, and in my opinion should, become the center of the defense industry in Poland,” said Deputy Prime Minister Władysław Kosiniak-Kamysz.
During the term of the framework agreement, executive contracts will be concluded for the delivery of the vehicle family, including: light reconnaissance vehicles, high-mobility utility vehicles, 4×4 off-road vehicles, technical support workshops, and other variants based on the KIA KLTV platform, together with logistics and training packages.
“Rosomak, and Legwan as well, can become export products. I’m counting on you, I’m counting on the entire workforce. I know you’re top-class specialists, that you have both experience and youthful energy. I thank the management for a strong offer and for listening closely to our needs. (…) Ukraine. The implementation of lessons learned from Ukraine means that contracts we sign must be flexible. Systems that were relevant yesterday change very quickly. We must be ready to implement new solutions at speed. (…) We live in very dangerous times. People worry about their future and wonder what tomorrow will bring. Contracts like this, jobs created, but also choosing Polish suppliers and ensuring supply-chain independence are a guarantee of security. It’s not only me who is counting heavily on you, not only we as a government who rely on Rosomak, on PGZ, on timely deliveries for the military, above all, our citizens are counting on this,” added the Minister of National Defence.
The logistics packages will be tailored to the vehicle configurations, in particular to the specialized equipment and tools required to carry out maintenance and repairs, in the scope and under the terms defined in the future executive contracts.
The training packages will include training for Polish Armed Forces personnel, as well as the provision of training-base equipment and training materials enabling correct, continuous and safe operation of the vehicles.
Light Reconnaissance Vehicle – intended for conducting patrol-type reconnaissance and transporting soldiers with their individual and specialist equipment, either without contact or in contact with enemy formations, in all weather conditions, day and night, and without the need for long-term resupply.
High-mobility utility vehicle – intended to carry out transport tasks for military units, including the transport of personnel and equipment, and to support operations both in combat and in peacetime.
4×4 off-road vehicle – intended to perform support and sustainment tasks for tank battalions equipped with K2PL tanks.
Technical workshop vehicle – mounted on a truck chassis and intended to conduct technical reconnaissance both during combat operations and in peacetime.
For vehicles based on the KIA LTV platform, the specification will be defined according to the requirements of the Polish Armed Forces at the stage of the executive contracts.
Let us recall that on 14 August 2023, an agreement was signed between the Armament Agency and the PGZ–Rosomak consortium for the delivery of nearly 400 Legwan Light Reconnaissance Vehicles (LPR) in a 4×4 configuration, with deliveries scheduled for 2024–2030. The value of the contract amounts to approximately 1.2 billion PLN gross.
The LPR Legwan entered service with the Polish Armed Forces on 23 December 2024, first with the 20th Bartoszyce Mechanized Brigade. Around 17 Legwan LPRs arrived in Poland from the Republic of Korea in two batches: on 16 April (likely 3 units) and 2 August 2024 (14 units). They were first delivered to Rosomak for localization, and then underwent acceptance testing at the Wisła Test and Evaluation Centre of the Military Institute of Armored and Automotive Technology (WITPiS) in Sulejówek. Deliveries from this batch are currently ongoing.
Vehicles delivered so far are armoured variants, which, according to the manufacturer, provide crew and passenger protection at Level 2 (7.62×39 mm API) or Level 3 (7.62×51 mm AP) under STANAG 4569, and are equipped with a rotary weapon mount (ring mount) allowing the installation of a 7.62 mm or 12.7 mm machine gun, or a 40 mm automatic grenade launcher.
The baseline Legwan LPR is powered by a Hyundai D6EB diesel engine rated at 225 hp, paired with an automatic transmission, and features fully independent suspension on all axles. The modern design is further emphasized by an eight-speed automatic gearbox, a central tire inflation system, and run-flat inserts, enabling the vehicle to continue driving after tire puncture. The vehicle’s gross vehicle weight (GVW) is approximately 5.7 tones, which allows it to fill the capability gap between light vehicles with a GVW of up to 3.5 tones and heavier designs based on the Waran 4×4 platform.
It is worth noting that on 27 and 22 August this year, Rosomak signed two agreements: annexes to the contracts concluded in 2023 with KIA Corporation under the Legwan LPR program, as well as a contract for the delivery and integration of more than 380 communications equipment sets from the U.S. company L3Harris Technologies.
