Bulletproof Vests
On Monday, January 6, 2025, the National Police Headquarters (KGP) announced the signing of a contract worth 4,783,704 PLN with Lubawa Group for the delivery of 200 sets of integrated bulletproof vests, including 100 as part of the basic order and an additional 100 as part of an optional order.

The contract was signed on December 11, 2024. Grupa Lubawa was the sole bidder in the tender process, which was conducted using an expedited restricted procedure starting on August 7, 2024. The deadline for submitting bids was August 26 at 9:30 a.m. The selection criteria included price (60%), warranty for ballistic resistance (20%), and delivery time (20%). Initially, the contracting authority intended to allocate a maximum amount of 3,198,000 PLN for the purchase. The bid was selected on October 31, 2024. The deadline for completing the order is within 90 days from the date of its assignment.
According to the technical specifications, the subject of the order is to be assembled as follows:
- Vest cover made from Cordura 500D structural fabric laminate with 210D nylon, laser-cut – 2 pcs.
- Detachable ballistic collar protecting the neck and throat – 1 pc.
- Detachable ballistic shoulder pads protecting shoulders and upper arms – 2 pcs.
- Detachable ballistic groin protector attached to the vest’s front panel – 1 pc.
- Detachable ballistic torso protector attached to the vest’s front panel – 1 pc.
- Detachable ballistic torso protector attached to the vest’s back panel – 1 pc.
- Detachable ballistic lumbar and pelvis protector attached to the operational belt – 1 pc.
- Front ballistic plate – 1 pc.
- Back ballistic plate – 1 pc.
- Side ballistic plate – 2 pcs.
- Side plate pouch – 4 pcs.
- Operational belt with Cobra buckle, MOLLE stitching, and D-ring – 1 pc.
- Operational belt underbelt – 1 pc.
- Assault panel for the vest – 1 pc.
- Pouch with detachable flap for one HK 416/M4 rifle magazine- 5 pcs.
- Kangaroo mag pouch front panel – 1 pc.
- Kangaroo pouch insert for three HK 416 magazines – 2 pcs.
- Kangaroo pouch insert for six MP-5 magazines – 1 pc.
- Kangaroo pouch insert for two magazines for Glock pistol – 2 pcs.

The vests will be equipped with front and rear ballistic plates measuring 250 x 300 mm (± 3 mm), with a surface area of 680 cm² (± 4%), a maximum thickness of 27 mm, and a maximum weight of 2.3 kg. The plates will feature a contoured shape with an apex cut to ensure comfortable shooting stances. Additionally, they will include side plates measuring 150 x 150 mm (± 3 mm), with a surface area of 225 cm² (± 4%), a maximum thickness of 25 mm, and a maximum weight of 1.2 kg.
On November 2, 2020, Lubawa Group received an order from the National Police Headquarters for the delivery of 170 integrated bulletproof vests along with the same number of ballistic plate sets for 1,755,284.55 PLN net (2,159,000 PLN gross). This order, like the most recent one, was allocated to counter-terrorism units.
Meanwhile, on September 24, 2024, Lubawa Group received an order from the National Police Headquarters for the delivery of medium rigid ballistic shields and small rigid ballistic shields.
Mobile container/modular shooting range
On Tuesday, January 7, 2024, the Warsaw Police Headquarters announced the signing of a contract worth 5,242,395.30 PLN gross with Siltec for the delivery of a mobile container/modular shooting range.
The tender procedure for this project was conducted as an open procedure starting on September 26, 2024. The deadline for submitting bids was September 30, 2024, at 10:00 a.m. The selection criteria were price (60%) and warranty period (40%). Initially, the contracting authority intended to allocate a maximum of 3,800,000 PLN net (4,674,000 PLN gross) for the purchase. The deadline for completing the order is within eight months. The subcontractor for the order will be LS Targetum.
The subject of the order is a mobile container/modular shooting range to be located at the Police Prevention Unit in Warsaw, at 44E Puławska Street.
