The National Security Bureau (BBN) announced that the President of the Republic of Poland and Commander-in-Chief of the Armed Forces, Karol Nawrocki, has signed a decree dated 20 November 2025 authorizing the deployment of units and subunits of the Polish Armed Forces to support Police units and subunits.

From 21 November 2025 to 28 February 2026, in response to recent acts of sabotage targeting railway infrastructure, units and subunits of the Polish Armed Forces will be deployed to support Police units and subunits.
The soldiers will take part in Operation Horyzont, the details of which were presented during a press conference on 19 November by Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz, Minister of the Interior and Administration Marcin Kierwiński, and Chief of the General Staff of the Polish Armed Forces Gen. Wiesław Kukuła.
This decision is a response to two acts of sabotage on the Polish railway network, following which Prime Minister Donald Tusk, at the request of the head of the Internal Security Agency (ABW) and the Minister of the Interior and Administration (after receiving the opinion of the counter-terrorism threat assessment team), signed an ordinance introducing the third CRP alert level (CHARLIE–CRP) for railway lines managed by PKP Polskie Linie Kolejowe and PKP Linia Hutnicza Szerokotorowa. The alert level is in effect from 19 November, 00:00, until 28 February 2026, 23:59.
