On Wednesday, July 30, 2025, as announced during yesterday’s cabinet meeting, Prime Minister Donald Tusk visited the Air Force Institute of Technology (ITWL) in the Bemowo district of Warsaw. The event was also attended by Deputy Minister of National Defence Cezary Tomczyk.

“Today, wars are won by smarter, better-equipped armed forces with higher levels of technological advancement. Forces that know how to leverage everything the modern world has to offer — whether it’s artificial intelligence or transportation technologies. Everything that was presented to me and the Minister today shows just how much modern armies are evolving. An army that wants to win future conflicts and effectively defend its territory and the safety of its citizens must be one that is technologically ahead of its competitors. From Poland’s perspective, it is absolutely essential that the hundreds of billions of złotys we intend to allocate for defense — both from Polish taxpayers and European funds — are used to the fullest extent within Poland,” said Prime Minister of the Republic of Poland, Donald Tusk, during a briefing with the leadership of military research institutes.
“During the visit, current technological solutions relevant to Poland’s security and military modernization were presented, including unmanned systems and military equipment. In no other area of Polish economic or social life does the word ‘repolonization’ carry such fundamental importance as it does in our military and national defense. We will fundamentally change the proportions. There is no reason why equipment of comparable quality and technical sophistication — when it comes to foreign-made solutions — should be favored over Polish companies, research institutes, engineers, and scientists. This funding must also support the Polish economy and scientific community. That is why I am announcing today a major shift in spending allocation. Enough money has already been invested in companies operating outside Polish territory. We have plenty of capable firms, talented military personnel, producers, managers, and engineers to redirect that funding from abroad to the Polish market — to Polish companies and research institutes. And I will personally see to it,” said Secretary of State at the Ministry of National Defence, Cezary Tomczyk, during his visit to the Air Force Institute of Technology.
Deputy Minister Tomczyk emphasized that military units are being systematically equipped with unmanned systems.
“Polish engineering and innovation — that is what we are supporting today, also on the instructions of Minister of Defence Władysław Kosiniak-Kamysz. (…) By the end of the year, tens of thousands of training drones will be delivered to the Polish Armed Forces, so that soldiers, while learning and practicing specific tactics, can incorporate them into training and combat systems. I would like to sincerely thank the Council of Ministers and the Prime Minister — this level of understanding is crucial and fundamental for our soldiers and engineers,” said the Deputy Minister.
The Air Force Institute of Technology (ITWL) is a key R&D center under the Ministry of National Defence, responsible for implementing advanced technologies within the Polish Armed Forces. ITWL develops and tests, among other things, modern drones, composite technologies, and systems for protection and operational support.
Earlier, on July 22, at the ITWL premises, the Ministry of Defence signed agreements with five Military Research Institutes, including the Military Institute of Armament Technology (WITU), the Military Institute of Engineering Technology (WITI), the Military Institute of Chemistry and Radiometry (WIChiR), and the Military Institute of Armoured and Automotive Technology (WITPiS), to test approximately 90 types of unmanned systems within the Polish Armed Forces. The goal is to improve tactics, techniques, and procedures for the use of Unmanned Weapon Systems.
The scope of work includes the design, production, testing, research, and operation of drones, as well as the provision of technical and expert support.
