On Saturday, November 29, 2025, Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz announced on social media that applications have been submitted to the European Commission to fund approximately 140 projects worth a total of 43.7 billion EUR under the SAFE (Security Action for Europe) program.

“Signed and sent! Poland’s application for 43.7 billion euros from the SAFE program is already in Brussels! This is a huge step for Poland’s security: including the modernization of the armed forces, advanced drone and counter-drone technologies, massive support for our defense industry, and funding for the Eastern Shield. We are investing in the future and strengthening our defense for decades to come. Thank you to everyone involved in preparing this major security and development project for Poland,” the Minister of National Defence wrote on a social media platform.
As the defense minister stated three days earlier during a press conference at the Council of Ministers, the SAFE preferential loan program was established during Poland’s presidency of the Council of the European Union, at the request of the Polish presidency. It is part of a broader plan to rearm Europe in response, among other factors, to Russia’s growing military potential.
Władysław Kosiniak-Kamysz explained that the applications cover around 140 projects, including a significant number from the National Deterrence and Defence Program “East Shield“, as well as the introduction of drone and counter-drone systems under the new EU initiative Eastern Flank Watch, which he described as a ‘drone wall.’ The support is also intended to cover initiatives related to artificial intelligence, cryptography, cryptology, cyberspace, and the protection of critical infrastructure.
He emphasized that about 89% of the funds could be invested in the Polish defense industry, and that a reserve pool of roughly 20 billion euros has been preserved. In addition, the plans include the purchase of multirole aerial refueling aircraft (codename Karkonosze) and transport aircraft (codename Drop).
