On Thursday, 6 November 2025, Deputy Minister of National Defence Paweł Zalewski took part in a meeting of the Sejm National Defence Committee, where he presented, as part of the parliamentary proceedings (first reading), a draft law amending certain acts to improve the operations of the Armed Forces of the Republic of Poland in the event of a threat to state security in Poland’s maritime areas and to ensure security in the Baltic Sea.

The draft law, developed by the Ministry of National Defence, is the result of a strategic decision aimed at strengthening the security guarantees of the Republic of Poland, particularly in the maritime domain. Its implementation will enhance the country’s external security and ensure the protection of Poland’s maritime areas beyond its borders, where critical offshore infrastructure is located (within the Exclusive Economic Zone).
The purpose of the draft law is to strengthen the security of the Republic of Poland, both externally and internally, by enabling the Armed Forces of the Republic of Poland to undertake a wide range of actions, both beyond the country’s borders and in defense of Poland’s national frontier. The provisions of the proposed legislation are intended to ensure that the Armed Forces of the Republic of Poland can monitor security conditions and respond to potential threats, including through ongoing, routine operational activities such as threat monitoring, patrolling, and deterrence. Another goal of the proposed law is to enhance the safety of Armed Forces personnel, particularly those of the Navy and Air Force, who carry out tasks related to strengthening national security, including the forward presence of Polish forces abroad for purposes of deterrence and crisis response.
During the committee meeting, the first reading of the draft law was held. The draft has been forwarded for further parliamentary consideration.
