On Friday, September 26, 2025, Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz presented at a press conference the results of talks with Andrius Kubilius, the EU Commissioner for Defence and Space, and the defense ministers of NATO’s eastern flank countries (Bulgaria, Denmark, Estonia, Finland, Lithuania, Latvia, Romania, Slovakia, Ukraine).

“We are facing the greatest pressure – including illegal migration on the European Union’s border and airspace violations – which makes strengthened EU engagement in border defense necessary. (…) We must clearly focus on drone and anti-drone systems to secure the eastern flank. The Union has woken up. The Union is investing in defense. For the first time in history, during the Polish presidency, a program was established to enhance the defense capabilities of European Union member states. (…) Today’s concept, presented by Commissioner Kubilius, covers land fortification systems, maritime protection, and, above all, anti-drone measures to secure the eastern flank of the European Union. I fully support this project. I believe Commissioner Kubilius’s initiative is extremely valuable and very necessary. All NATO eastern flank countries must take part in it. Everyone must participate. The Union should launch an entirely new program covering grants and subsidies, in addition to loans. Anti-drone defense, air defense, and missile defense are exactly what we need today,” said Deputy Prime Minister Władysław Kosiniak-Kamysz after talks with European allies.
“We all see it; we have been dealing with it for many years. Provocations, airspace violations over the eastern flank countries of the European Union, which took place in Poland, in Estonia, and also over Scandinavian countries such as Norway and Denmark. The recent provocations over airports make strengthening the European Union’s engagement in security an absolute necessity. (…) We need not only loans; it is very good that there is the SAFE program, and that the funds Poland has at its disposal within the European Union, 43.7 billion euros under the SAFE program, will be well allocated. We are preparing a whole series of modernization programs, our national ones, but we also want to cooperate with allies in the European Union, to further invest in our industry, but above all to ensure that our army acquires the best equipment. We must clearly focus on drone and anti-drone systems,” said the Minister of National Defence.
It is worth emphasizing that Ukraine participated in the talks with European partners, bringing extensive experience both in building and countering drones. The joint discussions represent another step and an important platform for dialogue on creating systems to detect and neutralize unmanned aerial vehicles that violate the airspace of EU member states. Poland, as the largest beneficiary of European loans, considers the technical modernization of its armed forces in this area a priority. It should be noted that Poland will use 43.7 billion EUR of funds received under the SAFE program for this purpose.
“All this requires good cooperation. The exchange of experience and cooperation in the field of all weapons systems, including key-sharing and rapid mobility for moving equipment between EU states, is essential for effectiveness, for securing our airspace, for our safety. I welcome the support of all countries. We, as Poland, were among the first to commit to drone forces. We are building our systems. The East Shield, which fits into this wall of drones, this anti-drone barrier, is absolutely necessary today. The eastern flank needs the East Shield, it needs the Baltic Defense Line. We need cooperation with Finland and with other Scandinavian countries. (…) Hence my proposal that all eastern flank countries participate in and contribute to the program proposed by Commissioner Kubilius—and of course, the entire European Union must agree, including more distant states. It already seems clear after the incidents in Copenhagen, at four airports in Denmark, that the threat is not limited to the eastern flank, since drones can also be launched from a ship or vessel nearby. That is why we must respond to them very decisively,” stressed Deputy Prime Minister W.
