On Monday, September 29, 2025, in Warsaw, Deputy Prime Minister and Minister of National Defense Władysław Kosiniak-Kamysz met with Andrius Kubilius, the EU Commissioner for Defence and Space. The meeting addressed, among other topics, the new EU initiative Eastern Flank Watch concerning the security of the EU’s eastern border, assistance to Ukraine, the development of the defense industry, and EU–NATO cooperation.

“It was a very good conversation with Commissioner Kubilius regarding the new initiative to protect the EU’s eastern flank. It is about a drone wall. (…) The situation of recent days shows how dangerous the situation is for all of us. The European Union needs quick decisions. We want to draw on Ukraine’s experience when it comes to the use of drones. This Polish-Ukrainian cooperation already exists. We want this cooperation to develop between the European Union and Ukraine,” said the Minister of National Defence (Polish military engaged Russian drones over Poland, Polish Air Force is operating near the border with Ukraine).
“We don’t need to wait two, three, or five years to purchase counter-drone systems. This can be done much faster, and here in Poland we already have good reconnaissance. Many decisions were made several months ago, particularly in imaging, detection, visualization, transmission, and engagement systems. The first element includes Barbara aerostats and modernization through the purchase of passive radars, mobile communication stations, and various activities, up to effectors such as Apache AH-64 attack helicopters. For Poland, but also for our allies, they will form one of the pillars of the counter-drone wall, so all of this is already happening within national capabilities,” said the Minister of National Defence after the meeting.
“The Commissioner’s initiative is valuable because it unites our national capabilities into one comprehensive project for the European Union. It complements these national capabilities with modern counter-drone systems, where sensors and effectors are integrated. These systems serve largely to protect critical infrastructure. Like mushrooms after the rain, companies producing drone and counter-drone equipment are springing up today. Many of them are learning in Ukraine, many are drawing on that experience. Today is the best moment to take advantage of it. And we are capable, in three months, sometimes in six, and certainly within twelve months, as the Commissioner says, of purchasing in many countries drone systems that will operate effectively. Will this already build the entire wall? No, it will not. Will its construction ever be complete? Never. Because in reality, every year there will be a new system. Every year there will be a new drone that must be countered. Microwaves, lasers, all of that must also be taken into account. (…) Everything is important, nurseries are very important, hospitals are very important, homes for seniors, the development of roads and infrastructure, all of this is of great significance, but without security, without this counter-drone, anti-missile, and air defense wall, it will simply not matter. Therefore, we must have priorities – systematized. In Poland, we know well what a direct threat is, and I believe the time has come for all of Europe to understand this,” emphasized the Deputy Prime Minister.
“We are committed to strengthening the deterrence and defense capabilities of the entire European Union. We want to build capabilities on land, but we also want to build the capabilities that the drone wall will provide. In the frontline countries, we must establish drone detection systems. We must also build counter-drone systems. (…) We must draw on Ukraine’s experience,” said EU Commissioner Andrius Kubilius.
