The Armament Agency has announced its intention to conduct preliminary market consultations regarding the acquisition of the Naval Command Support System, codenamed Widłak.

The preliminary market consultations will be conducted in written form, and applications for participation must be submitted in writing, in Polish, by December 5, 2025.
The Widłak Naval Command Support System must meet the requirements necessary to achieve the following capabilities:
- Collection, processing, visualization, and distribution of information to effectively support command of naval forces and interoperability with other systems;
- Visualization of the operational situation RMP (Recognised Maritime Picture) in naval operational areas, including the current positions and capabilities of own forces;
- Distribution of the RMP picture;
- Support for planning the employment of subordinate forces and assets (including logistical support);
- Exchange of information with systems (e.g., command or combat support systems) installed on Navy vessels concerning the tactical situation;
- Secure data exchange with cooperating ships and forces, including allied, border guard, and maritime administration units, as well as with other branches of the armed forces, with particular emphasis on the exchange of data between systems of different information classification levels;
- Interoperability with:
- subordinate forces and assets;
- national and allied C3 systems;
- information systems on commercial vessel movements (White Shipping);
- Integration with sensors used in the Navy Coastal Observation System (BSO MW);
- Analysis of historical data using a Big Data platform;
- Warning and alerting regarding threats to the security of maritime critical infrastructure (both surface and underwater);
- Capability to implement information within the scope of ELINT;
- Security management, including:
- compliance with current cybersecurity requirements;
- system accreditation (or of selected components) for processing classified information up to TAJNE (SECRET) and NATO SECRET levels;
- Data exchange using:
- IP transmission means;
- wireless and wired media;
- IP protocol-based data exchange via HF beyond-line-of-sight (BLOS) links.
The system’s scope, scale, and necessary training will be defined during the implementation stage of the contract. Existing or currently developed/modified solutions are preferred.
Currently, the Polish Navy (Marynarka Wojenna RP) operates the Łeba-3 Automated Command System (ZSyD MW), developed by the Research and Development Center for Maritime Technology (OBR CTM) in Gdynia, part of the Polish Armaments Group (PGZ). The system supports command operations for various units, including stationary and mobile coastal units, ships, and aircraft. It enables rapid information exchange, planning, and response to threats, and supports participation in NATO exercises and Baltic Sea operations.
