On Thursday, October 9, 2025, the Internal Security Agency (ABW) announced that an indictment had been submitted to the Warsaw District Court against Tomasz L., accused of espionage on behalf of the Russian Federation and abuse of public office.

On September 11, 2025, a prosecutor from the Mazovian Branch of the Department for Organized Crime and Corruption of the National Prosecutor’s Office filed an indictment with the Warsaw District Court against Tomasz L., accusing him of participating, between 2017 and March 17, 2022, in the activities of the Russian civilian intelligence service and of passing information to that service that could have harmed the Republic of Poland.
As a result of a long-term and multifaceted investigation conducted by the Internal Security Agency (ABW) under the supervision of the aforementioned Prosecutor’s Office, extensive evidence was gathered indicating that Tomasz L., while employed at the Civil Registry Archives Department of the Warsaw City Office and having access to its records and systems, obtained official documentation and materials which he then transferred to the Russian intelligence service.
The accused, Tomasz L., was detained by ABW officers on March 17, 2022. Subsequently, based on ABW’s findings, the prosecutor’s office initiated an investigation, and the court imposed a preventive measure in the form of temporary detention, which has since been extended multiple times.
