On Monday, 29 September 2025, the 1st Regional Logistics Base in Wałcz (1. RBLog.) published information on the signing of an implementation contract worth 812,137.84 PLN net ( 998,929.54 PLN gross ) with Fabryka Broni “Łucznik”–Radom, part of the Polish Armaments Group (PGZ), for the delivery of conversion kits for UTM (Ultimate Training Munition) Man-Marker Round (MMR) non-lethal marking ammunition for small arms.

The three-month implementation contract, signed on 9 September, provides for the delivery of conversion kits for UTM marking ammunition for small arms, manufactured in accordance with the current Product Technical Documentation (DTW) or Serial Production Documentation (DTPS), or on the basis of the current catalogue sheet of equipment introduced into or used by the Armed Forces, approved by the competent organisational unit of the Ministry of National Defence, namely the following Product Technical Documentation:
- UTM bolt assembly, right – DTW No. 323-20-000-000
- UTM bolt assembly, left – DTW No. 323-21-000-000
- UTM magazine for M16/M4 – DTW No. 323-27-000-000
The only criterion for awarding the contract was price, in accordance with the tender documentation.
The 2025 implementation contract is carried out under the framework agreement No. 19/W/2024 of 29 May 2024, concerning the supply of conversion kits for UTM ammunition for small arms. The previous implementation contract, signed on 16 July, was worth 5,093,199.37 PLN net ( 6,264,635.39 PLN gross ). It covered not only UTM conversion kits, but also technical material means, maintenance and repair kits, gauges, and specialized tools.
Earlier, on 17 April, a seven-month contract worth 424,031.63 PLN was awarded, and in the previous year two contracts were signed – on 17 July and 19 October 2024, valued at 9,645,235.05 PLN gross and 3,846,191.06 PLN gross, respectively.
UTM ammunition enables realistic force-on-force training. Combat weapons are converted into launchers of health-safe projectiles that contain marking compound capsules. The point of impact is marked with a colored dot. A hit may leave only slight discoloration on exposed skin; however, users must still wear eye protection and protect other sensitive areas. Face and neck protection is typically used during such training.
