After the Armament Modernization Council approved the continuation of Poland’s participation in the the European Secure Software Defined Radio (ESSOR) program for 2025–2028, the Ministry of National Defence issued a new decision to clarify responsibilities and strengthen program coordination.

The change in the division of responsibilities resulted from the scope of tasks assigned to the entities involved in the preparation and implementation of the program, including, among others, the establishment of new departments and organizational units relevant to the ESSOR program area.
To maintain consistency within the ministry’s internal legal framework, it was necessary to repeal Decision No. 472/MON of the Minister of National Defence dated October 17, 2008, on the participation of the Ministry of National Defence in the implementation of the European Defence Agency’s “European Secure Software Defined Radio – ESSOR” program, as well as Decision No. 51/Org/DPZ of the Minister of National Defence dated August 4, 2017, on the division of responsibilities and the execution of tasks related to software-defined radio programs.
These decisions were repealed respectively on August 21 and 22, 2025. The new regulation covering the above matters, Decision No. 280/ZKiD-P6 of the Minister of National Defence, entered into force on August 22, 2025.
Due to strong public interest and the appearance of false information suggesting that the Ministry of National Defence had withdrawn from participation in the ESSOR program for 2025–2028, the ministry has released a scanned copy of the Decision (PDF version available for download):
