On Monday, September 29, 2025, at the headquarters of the Ministry of National Defence in Warsaw, Deputy Prime Minister Władysław Kosiniak-Kamysz met with the Minister of Defence of the Kingdom of Norway, Tor Sandvik. During the meeting, a Memorandum of Understanding (MoU) was signed on strengthening bilateral cooperation in the field of defense.

“Norway is our ironclad ally, which has proven this for years. Together with Norway, we are building a training center at the range in Nowa Dęba. (…) This demonstrates Norway’s great commitment to cooperation. We perceive threats in a similar way and respond to them in a similar way. Norway is our trusted ally. Norway can always count on us,” said the Deputy Prime Minister after the meeting with the Norwegian Minister of Defence.
“We are starting the day with a very important meeting for Poland with the Minister of Defense of the Kingdom of Norway. Norway is our ironclad ally, a proven ally, which has shown this in many places and at many times. These Polish–Norwegian ties, this shared solidarity in the face of threats, are of great importance. We have shared experiences, we have shared tasks. (…) The threats we feel in a similar way, and to which we respond in a similar way. We share this sensitivity, this awareness of Russia’s actions. Probably different than in some countries of Southern or Central Europe. We are highly sensitive, we know what these threats from Russia truly mean, and we are responding to them together. (…) This is the main task today for NATO countries, for EU countries. Dear Tor, thank you very much for once again being in Poland. This also shows your personal commitment. Your first visit, right after being appointed, you made to the military base in Krzesiny near Poznań, visiting your Norwegian pilots who were patrolling the Polish skies at the time. Today we are together in Warsaw, tomorrow in Podkarpacie, at the site of exercises of our soldiers: Polish, Norwegian, and Ukrainian,” said the Minister of National Defence after the meeting.
The decision to conclude the Memorandum of Understanding lays the foundation for further, deeper bilateral defense cooperation between Poland and Norway, aimed at strengthening the defense of both countries, regional security, and the deterrence and defense of the North Atlantic Alliance. The agreement enhances dialogue on common security interests and challenges, increases operational effectiveness through the coordinated use of resources, greater interoperability, and the ability to act together. Joint activities will cover all levels of defense, i.e. the political and military levels (strategic, operational, and tactical).
“Poland is key to defense policy, not only geographically, but also as a country that contributes greatly to European security. Norway and Poland share a common security interest. Our cooperation will become increasingly important in the near future. I have already visited Poland several times, and as I have mentioned, I have twice visited Norwegian soldiers who are defending Polish skies with F-35 aircraft. (…) We are together in NATO, we work very closely together, and NATO means solidarity. The partnership between Norway and Poland is very important for NATO, as well as for Europe. The most important thing we can do for our security is to continue our support for Ukraine. Our cooperation is also well understood in terms of the defense industries,” said Tore O. Sandvik, Norway’s Minister of Defense.
