On Monday, 24 November 2025, at the AGH University of Science and Technology in Kraków, Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz took part in the inaugural conference of the Cyber LEGION Program, a platform connecting the military and civilian sectors. The program aims to strengthen the state’s cybersecurity and to deepen cooperation between the Polish Armed Forces and the academic community.

During the event at the AGH Faculty of Computer Science, a cooperation agreement was signed between the Cyber Defense Component Command (WOC) and the AGH University of Science and Technology. The agreement represents another step in strengthening cooperation between the academic community and the Polish Armed Forces, aimed at developing competencies, research, and joint activities in the field of cybersecurity.
“We will continue to develop Cyber LEGION, and we will invest in it. You can count on all types of training and courses, and I would like to invite as many of you as possible to join the Polish Armed Forces,” said the Minister of National Defence to the program’s participants.
“Cyber LEGION is made up of people full of energy, passion, and expertise. You are here because you believe that cybersecurity is a mission, not a duty. Being part of Cyber LEGION is not an obligation but a privilege. The team that forms the Legion is unafraid of challenges and knows no boundaries. It is a mission in which the security of our country is at stake. Together, we will build a shield that cannot be broken. But to build a shield, you need a forge. That is why I would like to thank the AGH rector for enabling this cooperation,” said Major General Karol Molenda, Commander of the Cyber Defense Forces Component.
The Cyber LEGION Program was created in response to the growing needs of the Polish cybersecurity community. It is a unique platform connecting the military and civilian sectors. It brings together IT specialists, scientists, students, and security experts who collectively build a support system for the Polish Armed Forces during crisis situations in cyberspace. Its origins date back to the participation of the Polish team in Locked Shields—the world’s largest cyber defense exercise. Years of cooperation between the DK WOC and Polish experts not only led to the development of one of the best teams on the international stage but also built the relationships and trust that have become the foundation of the new program.

According to DK WOC, the inaugural conference of the Cyber LEGION Program is scheduled for 24–25 November. The event includes specialized lectures, expert panels, and closed working sessions. More than 400 cybersecurity specialists and enthusiasts forming the Cyber LEGION community will participate.
The Cyber LEGION inaugural conference brings together leading Polish cybersecurity experts who co-create its substantive component. The organization and supervision of the event’s content were handled by the DK WOC personnel responsible for implementing the Cyber LEGION Program, working in close cooperation with AGH’s academic staff. Expert contributions were provided by program participants who also serve as specialists responsible for preparing agenda content, presentations, lectures, panel moderation, and participation in closed working sessions where the most pressing challenges in national cybersecurity and cyber defense will be discussed. They were joined by representatives of major companies from the energy and strategic resources sectors, academia, and public administration, including the Ministry of Justice.
Over the course of two days, more than 23 lectures and discussion panels will be held, led by over 25 experts. In parallel closed sessions, more than 30 representatives of the scientific community, public administration, and key economic sectors will take part, including the University of Warsaw, Cardinal Stefan Wyszyński University, the Ministry of Justice, as well as major Polish energy companies such as Orlen, Enea, PGE, and Tauron. Representatives of strategic enterprises from the mining sector, including Jastrzębska Spółka Węglowa and KGHM, will also be present.
The organizers emphasize the high technical level of the presentations. Cyber Legion members will have the opportunity to learn about practical aspects of building Security Operations Centers (SOC), the proper organization of cybersecurity units, and the creation of a security culture within public, private, and academic institutions. One of the key elements of the program will be a meeting between representatives of the three main groups responsible for shaping cybersecurity in any mature organization: the president–CEO, the person responsible for organizing cybersecurity–CISO, and the experienced administrator responsible for securing the institution’s ICT systems. The discussion will explore whether it is possible to establish a real platform for cooperation among these three communities, which often differ in expectations, priorities, and their perception of risk.
In subsequent sessions, participants will learn best practices for implementing zero-trust technologies, building SOCs, and securing volatile data in Windows systems. Specialized workshops are also planned, focusing on the analysis of hacker group activities and the potential use of microcontrollers to carry out practical cyberattacks. Topics related to artificial intelligence will likewise be addressed—from its applications in threat detection and data collection systems to its use in Cyber Threat Intelligence tasks and supply-chain security analysis.
The second day of the conference will be dedicated to the security of key critical infrastructure sectors, threats arising from the modern battlefield, and the need to adapt security systems to the rapidly changing geopolitical landscape. An important highlight will also be cybersecurity in the operational domain – outer space. The event will conclude with analyses of real attacks on procurement platforms, a particularly important issue in light of the growing dominance of online commerce.
One of the key objectives of Cyber LEGION is to strengthen cooperation between DK WOC and Poland’s leading technical universities. Following the signing of the first agreement with the University of Warsaw in October 2025, another agreement will be concluded with the AGH University of Science and Technology during the joint conference in Kraków.
The agreement covers extensive educational, scientific, and organizational cooperation. Students, graduates, and university staff will be able to participate in specialized training sessions, projects, and exercises organized by DK WOC – such as Cyber-Gym, Hack the Army, Capture the Flag, and the Cyber-Conference. Meanwhile, soldiers and specialists from DK WOC will be involved in the university’s research projects, teaching processes, and initiatives aimed at developing the competencies of academic staff.
The Cyber LEGION Program serves as a platform for cooperation between the military, academia, and the cybersecurity community, working together for Poland’s digital security. It is a space where the competencies and experience of many sectors converge toward a shared goal – protecting the state in cyberspace.
