On the 23rd of March 2018, Polish Ministry of National Defence (Ministerstwo Obrony Narodowej – MON) signed the offset agreements with representatives of the Raytheon Company and Lockheed Martin Global (New radar for Patriots, 2017-09-01). Documents were signed in the MON’s main office and are a vital part of Vistula (Wisla) programme for procurement of anti-aircraft and anti-missile system (Will Trump bring Patriots?, 2017-07-15).

The Raytheon Company was represented by  Director Bruce Skilling and the Lockheed Martin Global Inc. By Jay Pitman, Vice President of PAC-3 programme.

According to the information from MON, agreements contain 31 commitments to be completed in a 10-year period. Poland is to acquire capabilities in IBCS module and manufacturing/servicing the launchers and service vehicles. Documents also cover the creation of certified Production Management and Administration center. Bushmaster 30 mm canon technology is also part of this agreement. The contract is valued at PLN244,122 million (EUR58 million).

The second set of agreements, with Lockheed Martin Global, contains 15 offset commitments to be completed within the same 10 years. Poland is to obtain capabilities to manufacture and service PAC-3 MSE launcher elements and manufacture some of PAC-3 MSE missile parts. As a part of the offset, a missile research laboratory will be created, and technology concerning F-16 infrastructure will be transferred. This agreement is valued at PLN724,764 million (EUR171 million).
