On Wednesday, November 26, 2025, during a press conference at the Council of Ministers, Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz presented information regarding Poland’s participation in the SAFE (Security Action for Europe) program.

The SAFE preferential loan program was established during Poland’s presidency of the Council of the European Union, following efforts by the Polish presidency. It is part of a plan to rearm Europe in connection, among other things, with Russia’s expanding military capabilities.
“For the first time in history, the European Union is investing in security, and in arms procurement, on an unprecedented scale. The 150 billion euro allocated to the SAFE fund is money intended for the purchase of military equipment under the most favorable conditions. (…) That is why Poland has ambitiously applied for a significant share of the European program and has received assurance of access to 43.7 billion euro. Nearly 44 billion euro out of 150 is the amount that Poland may use. (…) In recent weeks, we have been working to account for all needs, starting with the Polish Armed Forces, but after analysis we also decided to include other ministries. (…) Around 140 tasks that we have defined across various domains, on which we worked together with the minister of finance. I believe that this package of projects that we submitted, which was presented today to the Council of Ministers and will soon be forwarded to the European Commission, ensures not only the development of the armed forces. (…) This is our strategy, security and the economy. (…) What tasks will be included? Many tasks from the East Shield. The East Shield is a European project. It is not a Polish project; it was conceived by Poland, but it has become a European project. This includes support for drone and counter-drone systems. This is our top priority. We are ready, and in a few days the anti-drone defense program, a counter-drone defense program strengthening air defense, will be presented,” the deputy prime minister said.
The deputy prime minister provided information about the areas in which the funds will be used.
“This also includes various activities related to artificial intelligence, crypto, cryptology, cyberspace, and the protection of critical infrastructure. Investments in the Polish defense industry, some of the investments are those already contracted, and we will simply change their financing to more favorable terms. (…) Others are completely new, very important, related to acquiring new capabilities, such as air transport or air-to-air refueling. For us in the ministry, this is a very important issue. (…) We estimate that of the expenditures for armaments alone for the Ministry of National Defence and the Polish Armed Forces, around 89% may be invested in the Polish defense industry, carried out within the Polish defense industry. This is a major investment accelerating the Polish defense industry and driving the Polish economy even faster. (…) We also have a reserve pool in case any project needs to be replaced or substituted. We have a reserve of about 20 billion euro to ensure that not a single euro allocated or guaranteed for Poland is wasted,” the defense minister emphasized.
