Framework Agreement for 10,000 Warmate Loitering Munitions for the Polish Armed Forces

In Warsaw, a framework agreement was signed between the Polish Armament Agency and WB Electronics for the delivery of nearly one thousand sets of Warmate loitering munitions – approximately 10,000 units in total.

On Thursday, May 15, 2025, a framework agreement was signed in Warsaw between the State Treasury – the Armament Agency – and WB Electronics (part of the WB Group) for the delivery of nearly one thousand sets of Warmate loitering munitions – approximately 10,000 units in total. The agreement, valid until the end of 2035, provides for the acquisition of around one thousand UAV sets under subsequent executive contracts. Future deliveries of the procured loitering munitions will include their latest developmental versions.

Today, we are signing an important contract, a significant framework agreement concerning the delivery of 10,000 drones for the Polish Armed Forces, around one thousand sets. Implementation contracts will be signed periodically in order to most frequently purchase the latest versions for the Polish military,” said Deputy Prime Minister Władysław Kosiniak-Kamysz.

The experience of Ukraine, the production capabilities Ukraine has developed during the course of the conflict, the changes over three years in the types of equipment being used, and the impact of drones and anti-drone systems — this represents an absolute revolution in how operations on the battlefield are perceived. Poland will not fall behind. Poland is one of the leaders. (…) We also plan, following the model of the Cyber Legion, to create a group of people willing not to serve in the military, but to help and defend the homeland — to support preparatory actions in the form of individuals assisting the army: experienced drone operators. A Drone Legion, alongside the Cyber Legion, will be a place where volunteers can register, support soldiers, teach, form support groups, and be ready for deployment in times of greatest danger,” said Deputy Prime Minister Władysław Kosiniak-Kamysz during the event.

The Warmate 1 Intelligent Precision Strike System (ISKdRC) is designed to identify and engage targets — either lightly armored vehicles or enemy infantry — depending on the type of warhead used. Warmate 1 can be operated as a standalone system, carried by soldiers or transported as an integrated element of a vehicle. The system is equipped with control modules that allow for full automation of most flight phases and support the operator during the target acquisition phase. Control of the airborne combat platform is conducted in real time, based on video transmission from the observation subsystem. The operator maintains full control over the system’s mode of operation, choosing between a reusable reconnaissance mode and a one-time combat mode.

This is a major investment on a massive scale. Ten thousand Warmate drones are becoming a reality. They will soon begin arriving for the Polish Armed Forces. Further contracts — this time implementation ones — will be signed in the near future. This is likely the most significant achievement, aside from organizational and training results and the development of an entire operational philosophy, after just five months of the new Drone Forces Inspectorate’s operation. For that, I extend my thanks to General Bodnar, the entire team responsible for the drone integration of the Polish Armed Forces, the Armament Agency, and everyone involved in this effort, as well as Minister Bejda, who oversees armament-related matters. Because this is a great responsibility, a great mission: to build, on behalf of the Polish state, the best army — the best equipped, the most experienced, not only in numbers but above all in capabilities and skills. And for that to be possible, we need the best equipment. Once again — I am glad we are buying it from the Polish company WB Electronics, the WB Group. A great Polish company. And what marked a fundamental shift was the openness to industry — both state-owned and private, but above all, Polish industry. That is an absolutely sacred matter for us,” emphasized the Minister of National Defence.

WB Electronics has become a permanent part of the Polish defense industry’s landscape. We treat state-owned and private defense industries equally. We ensure that all equipment purchased for the Polish Armed Forces is of the highest quality and offered at the best possible price. (…) Today, we signed a contract for loitering munitions that have proven themselves perfectly in fulfilling their tasks, including in Ukraine. (…) We will continue to support the Polish defense industry, both broadly and specifically the arms sector. We will be equipping the military with gear related to drones and unmanned forces. (…) Unmanned forces are a reality, and we are now fulfilling our tasks related to acquiring equipment for these forces — and today’s contract is a clear example of that,” said Deputy Minister Paweł Bejda following the signing of the agreement.

The previous contract for the ISKdRC Warmate 1 system in version 3.0 for the Polish Armed Forces was signed on April 29, 2022, and was valued at approximately 50 million PLN gross.

The system was officially introduced into the Polish Armed Forces by Order No. 10/DWOT of the Chief of the General Staff on January 13, 2021. The first contract for the delivery of the system, worth over 100 million PLN, was signed on November 20, 2017. It covered 100 sets of 10 UAVs each — a total of 1,000 ISKdRC Warmate 1 units — intended for soldiers of the Special Forces, Territorial Defense Forces, and Land Forces. The first sets were delivered to the end user on December 19, 2017. They were sent to the Nil Military Unit (JWN), where training and the development of operational tactics for the new weapon system began.
