On Wednesday, December 3, 2025, at the headquarters of Polskie Sieci Elektroenergetyczne (PSE, the Polish power transmission system operator) in Konstancin-Jeziorna, Polish Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz attended the ceremonial signing of an agreement between the General Staff of the Polish Armed Forces (SG WP), represented by Gen. Wiesław Kukuła, and PSE. The event was also attended by Minister of Energy Miłosz Motyka and PSE President Grzegorz Onichimowski.

“This is an expression of responsibility on the part of Polskie Sieci Elektroenergetyczne, of the entire team led by the president, who came forward with an interesting initiative, as well as of the understanding within the Polish Armed Forces, headed by the Chief of the General Staff. (…) On one hand, you are the experts in the field of industry, securing energy supplies, locating infrastructure, and assessing its impact. (…) On the other hand, we have an expert institution in the form of the Polish Armed Forces as a whole—forces that know how to defend Poland and how to defend the most essential elements of the state’s functioning. Life and health are number one, and critical infrastructure comes right after, because there is no normal life without access to electricity,” said Deputy Prime Minister Władysław Kosiniak-Kamysz.
“Ukraine shows this very clearly. Before winter, the Russians primarily attack power plants and heating plants – and they repeat this year after year. Summer is easier to endure without access to electricity than winter. In winter, the lack of heating is an obvious problem, but it also becomes harder to move around, harder to secure alternative energy sources. Often, power outages make it impossible even to leave a town. Energy infrastructure is the first target of attack. We are drawing lessons – difficult and painful for our neighbors – from Ukraine’s experience, and we must do this now. We cannot wait until such an experience happens to us. That is why this agreement is so important. I want to be clear: the military will not be rebuilding critical infrastructure facilities. That is the role of specialized companies contracted by the Polish Energy Group. But the military will defend that infrastructure – those assets that could become targets of attack. The Polish Armed Forces are tasked with defending the Republic and cooperating for that purpose. Protection is one thing; defense is something else. The military will serve as an institution that provides PSE with guidance on modernization, needed solutions, and areas for improvement. We will also train together – and I especially thank you for including this point in the agreement. It will clearly enhance our capabilities and skills. This is a matter of cooperation and responsibility,” the Deputy Prime Minister added.
“Across various areas – from infrastructure modernization, through digitization and cybersecurity, to investments in physical resilience – we are carrying out consistent actions aimed at enhancing the security of the system. Today’s agreement with the Polish Armed Forces is another step forward: we are combining competencies, technologies, and resources to ensure the functioning of the energy sector even under the most demanding conditions. This is an investment in stability, reliability of supply, and the security of citizens,” said Minister of Energy Miłosz Motyka.
The agreement between the General Staff of the Polish Armed Forces and PSE concerns cooperation in ensuring the security of the critical infrastructure of the National Power System (KSE). It is the first such strategic document in the field of protecting energy infrastructure concluded by the Polish Armed Forces with a civilian public institution.
“I am very pleased that we are setting a good example. I am proud of our soldiers and of our military. Before the meeting, I overheard a conversation between the president and the general – I was impressed by the level of knowledge and experience within the Polish Armed Forces, especially the team responsible for managing critical infrastructure. (…) Without reliable energy and without protecting critical infrastructure, we will never safeguard what forms the foundation of our state,” added the Minister of National Defense.
The document defines, among other things, the principles governing access to expert knowledge in both institutions. The parties intend to focus their efforts on information exchange and coordination of actions in the areas of monitoring KSE infrastructure and countering various types of non-military and military threats.

“The best way to deal with wars is to detect them early and prevent them, which is why states focus on effective deterrence. That deterrence consists of two key elements: the capability and readiness of the armed forces, and the so-called resilience of the state. Today, we are in a place where the energy backbone of our country is managed—an absolutely critical system for its resilience. We have decided to build a bridge between the world of resilience and the world of military capabilities by codifying cooperation between Polskie Sieci Elektroenergetyczne and the Polish Armed Forces. This cooperation is intended primarily to enable the exchange of expert knowledge, but also to provide the Polish power grid with key information related to the standardization of various types of solutions used in protective systems, including through dual-use technologies. It also includes broad cooperation in training related to the defense of this infrastructure. For me, this is a very important event that shows other institutions – including critical infrastructure operators – a model approach to protecting their infrastructure and highlights the broader context of national security,” said the Chief of the General Staff of the Polish Armed Forces.
The agreement provides for the establishment of a permanent Expert Team for strengthening the resilience of critical infrastructure against military threats. The team will develop recommendations for the development of security systems and the protection of PSE facilities, as well as for the procurement of equipment, gear, and technical measures.
The team will include representatives of the Directorates of the General Staff of the Polish Armed Forces, as well as Operational Command of the Armed Forces, General Command of the Armed Forces, and, depending on needs, the Territorial Defense Forces Command, the Cyberspace Defense Forces Component Command, with PSE in a leading role.
PSE is a company with immense capabilities and seeks to meet the challenges of Poland’s contemporary security environment. It views the development of its protection systems through the lens of the development of the Armed Forces. It declares its readiness to employ its capabilities in line with the current needs of the military.
“The agreement will make it easier for PSE to cooperate with the Polish Armed Forces in exchanging information and experience, monitoring infrastructure, conducting training, and responding to threats. I also hope it will facilitate the process of connecting renewable energy sources without conflict with defense interests,” said PSE President Grzegorz Onichimowski.
