The ceremony began with the formal report delivered to the Head of the Armament Agency, Maj. Gen. Dr. Artur Kuptel, by the ceremony commander, after which the decisions of the Deputy Prime Minister and Minister of National Defence, Władysław Kosiniak-Kamysz, were read. As a result of the planned reorganization, the authorized staffing level of the Armament Agency was increased, and the Regional Military Representative Offices were incorporated into the Agency’s structure as Oversight Branches, forming the Quality Assurance Directorate.

The ceremony was attended by: Director of the Budget Department – Brig. Gen. Sławomir Kozicki, Director of the Personnel Department – Col. Grzegorz Faka, Director of the Social Affairs Department – Krzysztof Kosiński, as well as the Head of the Support Branch – Col. Dariusz Chodyna.
The Head of the Armament Agency thanked all those who actively participated in the reorganization process. Emphasizing the work that had been accomplished, Maj. Gen. Artur Kuptel said:
“[…] The most important point is that we are no longer talking about an Armament Agency with subordinate units, an Agency of varying speeds. As of today, we are one consolidated, constructive institution that fully understands its responsibilities, built on personal mastery, and one that – while carrying out its tasks – will no doubt deliver many more positive surprises […].”

The organizational changes introduced on 1 December 2025 aim to optimize the Agency’s structure in a manner appropriate to the number of tasks carried out and the resources available. This is expected to increase the efficiency of military equipment procurement and improve oversight of existing contracts.
By transforming the Regional Military Representative Offices into internal units of the Armament Agency, the number of personnel overseeing contract execution has increased, while the staffing of the oversight branches remains in their current locations.
