On Wednesday, July 9, 2025, a press briefing was held at the headquarters of the Polish Armaments Group (PGZ) in Warsaw, with the participation of Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz; Secretary of State at the Ministry of National Defence, Paweł Bejda, responsible for overseeing the technical modernization of the Polish Armed Forces; Undersecretary of State at the Ministry of State Assets, Konrad Gołota, responsible for supervision of state-owned companies in the defense sector; as well as representatives of the PGZ management board and the ammunition sector company from the PGZ Group.

PGZ has also completed the process of analysis and offer negotiations regarding the selection of a supplier for 155 mm ammunition production technology. The Group is now proceeding to finalize the detailed provisions of contracts with the chosen partner. The foundation for further actions is state funding of 2.4 billion PLN. Additional projects are planned, including the production of multi-base propellants and high-energy materials.
- The first factory will be responsible for producing shells using existing technology in cooperation with current partners, with a significant increase in manufacturing capacity, up to 100,000 units per year.
- The second factory will focus on producing a new generation of shells for 155 mm self-propelled howitzers, including AHS Krab, AHS Krab-2, and K9A1/PL Thunder, up to 80,000 units annually.
- The third factory, i.e., the Propellant Plant, will serve as the center for producing a new generation of propellants and charges for large-caliber ammunition.
In addition, both factories will continue to produce other types of large-caliber ammunition, including 120 mm rounds.
Activities related to the first and second factories are being carried out as part of the funding granted to PGZ Group’s ammunition companies from the Capital Investment Fund, totaling 2.4 billion PLN (2.4 billion PLN for PGZ to support 155 mm ammunition production).
In the coming weeks, PGZ plans to submit an application to the Capital Investment Fund for co-financing the construction of the Propellant Plant. The schedule of actions planned by PGZ’s ammunition companies foresees that by 2028, production capacities of 150,000 to 180,000 units of key 155 mm ammunition will be achieved.
The Polish Armaments Group emphasized that the key factors considered during the analysis and negotiation process for selecting the 155 mm technology supplier included: production autonomy, supply chain sovereignty, and the ability to utilize PGZ’s existing potential and expertise fully. Also significant were the potential for broader cooperation in other areas and on foreign markets, as well as developing a business model ensuring equal partnership conditions. These are critical factors considering that the partnership is intended to last for decades.
“The changing geopolitical situation has shown not only us, but also our allies, that we must urgently increase our capacity for 155 mm ammunition production. To achieve this, we needed an action strategy that would allow us to meet this goal. A natural partner in this endeavor is PGZ, which supports the Ministry of National Defence in the process of technical modernization of the army and, at the same time, has the experience and expertise in ammunition production. Now we must rebuild and expand our potential in this area. And this is a priority task not only for PGZ, but for all of us, as it directly translates into the security of everyone,” said Władysław Kosiniak-Kamysz, Deputy Prime Minister and Minister of National Defence.
“The concept of three ammunition factories is a well-thought-out vision. It ensures production diversification and maximizes the use of the competencies of individual plants. The production of 155 mm ammunition is a key issue for national security, and for PGZ, it is an absolute priority. At the Ministry of State Assets, which exercises ownership supervision over PGZ, we emphasize the importance of security, building industrial and technological autonomy. I’m pleased that with this project, PGZ is undergoing an intense transformation. We are building security, development, and competence. These are the three priorities that should guide the Polish state-owned defense industry,” noted Konrad Gołota, Undersecretary of State at the Ministry of State Assets.
“The Polish Armaments Group’s long-standing experience and expertise, combined with stable financing and consistent execution of a prepared action plan, are meant to ensure our sovereignty in the field of artillery ammunition production. The coordination of activities among the Group’s ammunition companies within this project is also a step toward consolidating the Capital Group around specific product domains. Through the model of three production facilities, we are focusing on diversified, distributed, secure, and above all, autonomous production for the Polish Armed Forces, strengthening national security,” stated Adam Leszkiewicz, President of the Management Board of the Polish Armaments Group.
The funds granted from the Capital Investment Fund (FIK) will enable ammunition-sector companies to expand infrastructure, optimize production, and increase deliveries of finished ammunition to the Polish Armed Forces. The investments will involve the adaptation and expansion of buildings, as well as the purchase of specialized machines and equipment necessary for achieving the planned production scale. Thanks to this funding, the number of large-caliber ammunition bodies produced will increase, as will the quantity of gas generators that enhance shell range. New equipment will also be purchased for the filling of shell casings with explosive materials.
“The model of three production centers is a concept we developed even before receiving funding from the Capital Investment Fund. In parallel with this process, we created detailed business plans and held talks with potential business partners. As a result, in the coming weeks, we will be able to sign execution contracts with specific companies for the necessary machinery, which will allow us to implement the planned timeline of activities efficiently,” added Arkadiusz Bąk, First Vice President of the Management Board of the Polish Armaments Group. “The implementation of the three ammunition factories also means new jobs in selected locations. On one hand, we are increasing production capacity, and on the other, we are allocating financial resources for training specialized personnel, which will be an additional boost to the national defense sector.”
Under the funding granted from the Capital Investment Fund, four companies within the PGZ ammunition domain are carrying out the following activities:
- Zakłady Metalowe Dezamet: Funding of 1,358,000,000 PLN will be used to expand the production capacity for 155 mm large-caliber ammunition. The acquired funds will enable modernization of the technical infrastructure, upgrading of facilities, and the launch of in-house capabilities for manufacturing large-caliber ammunition shells.
- Mesko: Funding of 887,200,000 PLN will support the modernization of the production division in Kraśnik, which will result in increased output of 155 mm ammunition bodies. This includes both configurations: with and without base bleed. At the same time, the company will retain the ability to produce other types of ammunition at a level no lower than the current one.
- Zakłady Chemiczne Nitro-Chem: Funding of 113,304,300 PLN will go toward expanding the plant’s infrastructure and production lines, allowing at least a several-fold increase in the capacity for filling large-caliber shells with explosives. The company will acquire machines and equipment for two filling techniques: pouring and extrusion.
- Zakład Produkcji Specjalnej Gamrat: Granted 66,170,000 PLN for the construction of a facility and the production of base bleed components. The use of base bleed technology in a 155 mm shell allows for a range increase of up to 20%, thereby enabling engagement of targets at greater distances.
