On Friday, April 18, 2025, the Armaments Agency published a notice of its intention to conduct preliminary market consultations regarding the potential acquisition of a Strategic-Operational Level Contamination Identification Laboratory.

The deadline for submitting applications to participate in the procedure is May 5, 2025, and the preliminary market consultations are expected to take place between May and July 2025.
The subject of the procedure is a Strategic-Operational Level Contamination Identification Laboratory, intended for sampling, detection, and analysis of chemical, biological, radiological, and explosive materials at the strategic-operational level.
The Laboratory should consist of the following components:
- Mobile Biological Laboratory – a 20-foot container with a transport chassis (a high-mobility, heavy-duty vehicle already in service with the Polish Armed Forces), accompanied by a logistical support vehicle (a high-mobility, medium-duty vehicle also in service with the Polish Armed Forces) with a 10- or 15-foot container;
- Mobile Chemical Laboratory – a 20-foot container with a transport chassis (as above), accompanied by a logistical support vehicle (as above) with a 10- or 15-foot container;
- Mobile Radiometric Laboratory – a 20-foot container with a transport chassis (as above), accompanied by a logistical support vehicle (as above) with a 10- or 15-foot container;
- Sampling Component/Team – three high-mobility, medium-duty vehicles (as above), each with a corresponding logistical support vehicle (also high-mobility, medium-duty, as above), equipped with high-efficiency decontamination systems, a 1–2 cubic meter water tank, and portable decontamination devices;
- Command Component/Command Section – a 20-foot command and staff container (CSC) with a transport chassis (as above), accompanied by a logistical support vehicle (as above) with a 10- or 15-foot container and a command vehicle (a high-mobility light utility vehicle, also already in service with the Polish Armed Forces).
The preliminary market consultations will cover, in particular, the following areas related to the acquisition of the aforementioned Laboratory:
- Assessment of the Laboratory’s ability to meet the initially defined requirements, parameters, and functionalities, which will be shared with entities invited to participate in the consultations;
- Clarification of conditions regarding the logistical support system, supply security, and training;
- Estimation of the costs of acquisition, operation, and decommissioning of the Laboratory;
- Initial determination of production capabilities and delivery timelines;
- Identification and analysis of risks in the acquisition process of the Laboratory;
- Evaluation of the technological maturity of the equipment and specialized systems proposed for the Laboratory — including their advantages and disadvantages — based on test results and operational experience in other armed forces or uniformed services (e.g., fire brigades);
- Other areas — as needed.
