NS-97 tent, model 953/A/MON
On Wednesday, September 25, 2024, the 4th Regional Logistics Base from Wrocław (4. RBLog) published information on the conclusion of a tender process for the supply of an unspecified batch of NS-97 tents, model 953/A/MON. The order was divided into three parts, with Lubawa Group selected as the supplier for each.

The tender for this contract was announced on June 6, 2024. The sole criterion for selecting the offer was price (100%). On August 23, 2024, information about the opening of bids was published. The only bidder was Lubawa from Ostrów Wielkopolski (part of the Lubawa Group), which submitted bids for all three parts: 6,201,746.10 PLN, 5,637,951 PLN, and 5,637,951 PLN – for a total value of 17,477,648.10 PLN (approximately 4.49 million USD), while the budget for the order was 9,077,000 PLN (ca. 2.34 million USD). Subsequently, on September 6, 2024, it was decided to increase the budget and award the contract. The agreement was signed on September 12, 2024.
The NS-97 tent, model 953/A/MON, in khaki color, is designed for group camping, storage, or performing activities requiring protection from adverse weather conditions. The NS-97 is made from a cotton-polyester fabric with waterproof, antifungal, and flame-retardant impregnation, as well as coated fabrics. It consists of an outer canopy, inner liner, floor, and frame. The usable area is additionally expanded by a wider vestibule. The entire tent is supported by a corrosion-resistant steel frame.
The tent is shaped like a halved cylinder, with front walls consisting of two parts fastened together with loops. The side walls have window openings with rectangular mesh and primary fabric covers. The round windows are made of hard foil or celluloid and are equipped with a chimney plate for traditional heating. Two additional sleeve openings are provided for connecting heaters. The tent’s design allows for connecting multiple tents in a row. The NS-97 tent is 5 meters long (6.5 meters with the vestibule), 4.6 meters wide, 2.1 meters high, and weighs 230 kg.
Bulletproof shields
On Wednesday, September 25, 2024, the National Police Headquarters (KGP) published information on the conclusion of a restricted tender process for the supply of medium rigid ballistic shields and small rigid ballistic shields. In both cases, Lubawa Group’s offer was selected.
The subject of the order is the delivery, under the first part, of 30 medium rigid ballistic shields with an option for 30 additional shields, and under the second part, 30 small rigid ballistic shields with an option for 30 additional shields, with a delivery deadline of 180 days from the date of signing the contract.
The tender process was conducted from March 15, 2024. The selection criteria for the offer were price (60%), shield weight (30%), and contract delivery time (10%). The deadline for submitting applications was April 3, 2024.
According to the information from May 7, four entities submitted bids for both parts: MILENA BIS from Kostrzyn (1,428,583.80 PLN for the first part and 1,052,978.40 PLN for the second part), REKORD RESCUE from Wrocław (2,460,000 PLN and 1,440,000 PLN), Ha3o Krzysztof Huras from Legionowo (2,178,000 PLN and 1,410,000 PLN), and Lubawa from Ostrów Wielkopolski (1,792,011.60 PLN and 1,425,078 PLN).
The budget for the order was 1,670,000 PLN and 1,410,000 PLN, respectively. On June 21, 2024, the contracting authority annulled the proceedings, but on August 12, the annulment was reversed, and it was decided to select Lubawa’s offer, which received the highest score (100 points), while the other bids were rejected.
Contracts for the medium shields, valued at 1,425,078.00 PLN (including the base order: 712,539 PLN, and the optional order: 712,539 PLN), and for the small shields, valued at 1,792,011.60 PLN (including the base order: 896,005.80 PLN, and the optional order: 896,005.80 PLN), were signed on September 17, 2024.
