The deadline for submitting applications to participate in the proceedings is May 6, 2024, at 9:00 a.m. The criteria for selecting the offer will be price (60%), engine power (10%), maximum torque (10%), and maneuverability – turning diameter (20%).

The ordering party anticipates the possibility of renewing the order twice, each time for a subsequent period, taking into account its maximum scope or upon the exhaustion of funds in the original order agreement in the event of the possibility of further financing.

The requirements and detailed description of the subject of the order are specified in the attachment to the Specification of Terms of Order, which the ordering party will provide to the invited bidders who meet the conditions specified in the announcement.

GROM is seeking a 5-person vehicle with a maximum total weight not exceeding 5 tons, with high off-road capability, and a homologation certificate allowing it to travel on Polish roads. It should be equipped with a combustion engine with a displacement of not less than 3000 cubic centimeters and a power of not less than 215 horsepower, with a maximum torque of not less than 500 Newton-meters, coupled with an automatic transmission. The vehicle must have a turning diameter of no more than 9 meters.

The vehicle’s design must allow for the installation of ballistic plating to provide protection at a minimum level of 1 according to STANAG 4569. The engine design must allow for its operation in emergency modes (e.g., as a result of shooting, mechanical damage causing fluid leaks) until it is completely immobilized due to wear. The vehicle must have a function to force start and continue operating it in case of lack of required fluids, system leaks, etc., until it is completely immobilized.

It is worth adding that on March 14 of this year, the GROM Military Unit published an announcement regarding the purchase of 2 operational vehicles for Special Forces Group A – pick-up type with an option for 12 additional vehicles, and 2 operational vehicles for Special Forces Group B – van type with an option for 12 additional vehicles.

Currently, the GROM Military Unit operates an undisclosed number of vehicles from the AM General HMMWV (High-Mobility Multipurpose Wheeled Vehicle) family, which were delivered as part of the U.S. Foreign Military Financing (FMF) program related to the expansion of Special Forces. This primarily includes 12 units of M1151A1 w/B1 with advanced communication systems and an unknown number of M1165A1 Special Ops.

The unit also has off-road vehicles such as the Land Rover Defender 110 (in Hard Top and Soft Top body versions), Toyota Hilux D-4D, and Mercedes MB270CDI, as well as assault ramps on the Ford F-550 XL 4×4 chassis.
