On May 6, 2024, the Polish Ministry of National Defense officially approved five implemented offset projects in the first phase of the Wisła program. As part of the agreement, Lockheed Martin has partnered with local industrial partners. The goal is to enhance technical capabilities and provide know-how in the production of components related to the Patriot Advanced Capability-3 (PAC-3) Missile Segment Enhancement (MSE), as well as to support Polish air and missile defense.

Polish industrial partners of Lockheed Martin – the Military Electronic Works (WZE) and the Military Aviation Works No. 2 (WZL-2) – have implemented significant projects supporting the Wisła program. The offset agreement projects enable Polish companies to participate in the PAC-3 supply chain, creating highly skilled, well-paid jobs for the Polish defense industry.

As a trusted partner in Poland’s national security, Lockheed Martin is committed to providing key capabilities to strengthen Poland’s national defense against continuously evolving threats, said Robert Orzyłowski, Director of Lockheed Martin for Poland and Central and Eastern Europe (CEE). Our partnership with the Polish industry provides valuable jobs and a solid skill base for the Polish defense sector and opens up opportunities for trade in global markets.

WZE is implementing three key PAC-3 MSE projects

WZE has received official approval to implement three production projects including the Enhanced Electronic System (ELES), a junction box (J-Box), and a motor controller unit (MCU). WZE has launched production lines enabling final assembly for the ELES and J-Box programs. ELES provides power and signals to the PAC-3 missile launchers. J-Box ensures power and signal distribution to the launcher itself. Lockheed Martin intends to provide WZE with the opportunity to compete for production orders related to ELES and J-Box in the area of PAC-3 MSE launchers delivered to Poland. The MCU project focused on designing an electrical power switch assembly for this system. WZE has officially completed four out of seven offset projects in phase I of the Wisła program.

WZL-2 with approval to implement two significant projects supporting the F-16

WZL-2 has officially completed two projects supporting F-16 fighters. As part of the F-16 electrical maintenance project and the electrical-hydraulic project for the F-16, technology and know-how were transferred, and equipment, tools, documentation, as well as technical support were provided. These activities helped WZL-2 carry out maintenance on three generators and two hydraulic subcomponents of the F-16. WZL-2 has already completed all three projects in phase I of the Wisła program

Lockheed Martin is actively discussing industrial opportunities with the Polish government and industry partners within a range of programs being implemented in Poland, said Alissa Maxvill, Industrial Development Manager for Poland in the Missile and Fire Control department at Lockheed Martin. The success of the PAC-3 offset program of the WISŁA program lays the foundation for further successful partnerships in Poland.

Lockheed Martin opened its office in downtown Warsaw in 1996 and collaborates with the Polish Ministry of National Defense on various defense and security-related programs. The PAC-3 MSE missile produced by the company is a key element of Poland’s future missile defense, and precision munitions and training systems provide the Polish Armed Forces with crucial operational capabilities.
