On Thursday, January 15, 2026, the 2nd Regional Logistics Base (2. RBLog.) published information on the outcome of a tender procedure for the conclusion of multi-year contracts related to sea cargo transport services. The procurement process had been conducted since August 13, 2025.
The procedure concerns the conclusion of a framework agreement for international sea cargo transport services for the needs of the Polish Armed Forces in the years 2025–2032 and was divided into two lots: transport within the EU customs territory and outside the EU. The deadline for submitting requests to participate expired on September 12, 2025. Price (100%) was the sole award criterion. The agreement is to remain in force for seven years, until August 12, 2032.
According to information released on October 6, 2025, seven requests to participate were submitted to the contracting authority, and one additional request was received after the deadline (four requests were rejected). All admitted requests concerned Lot 2 of the procurement: cargo transport services outside the EU.
Accordingly, on December 23, 2025, four contractors were selected, and on January 5, 2026, contracts were signed with the following freight forwarding companies:
- DSV Air & Sea sp. z o.o. – 797,525,000 PLN
- Kuehne + Nagel sp. z o.o. – 59,537,660 PLN
- Consortium of Ceva Freight (Poland) sp. z o.o. (Leader) and Alioth Consulting sp. z o.o. (Partner) – 106,748,750 PLN
- Unico Logistics Polska sp. z o.o. – 168,187,500 PLN
The total value of the signed contracts amounts to 1,131,998,910 PLN.
The previous contract in this area was concluded in December 2018 with a consortium comprising Kuehne + Nagel Sp. z o.o. and DSV Air & Sea Sp. z o.o., and was valued at 512.25 million PLN.
Earlier, services of this type were contracted through the Military Sealift Command (MSC) of the United States Navy, which operates vessels adapted for container transport, roll-on/roll-off (RO/RO) ships, and other logistics support units. This resulted from the lack of dedicated sealift vessels within the structure of the Polish Navy.
Air Transport
It is also worth noting that, starting on August 13, 2025, a parallel tender procedure was conducted for international air passenger transport services for the needs of the Polish Armed Forces. The deadline for submitting requests to participate expired on August 18, 2025.
On August 19, the contracting authority announced the selection of the offer submitted by the consortium of Enter Air–Polfrost, consisting of Polfrost Internationale Spedition sp. z o.o. (Leader), based in Warsaw, and Enter Air sp. z o.o. (Partner). The consortium offered to execute the contract at the following prices:
- Task No. 1: 440,000 PLN.
- Task No. 2: 340,800 PLN.
The offer received a score of 100 points, and the contracts were signed on September 2, 2025.
