Cooperation between WCBKT and the Ukrainian defense industry
In the presence of Vasyl Bodnar, Ambassador of Ukraine to Poland, an agreement was signed between the Military Central Bureau of Design and Technology and the State Aircraft Repair Plant in Lviv.
The agreement concerns the transfer to the Ukrainian side of the competencies necessary to assemble equipment manufactured by WCBKT. The next stage of cooperation is expected to involve the sale of this equipment to the Armed Forces of Ukraine.
The document expands cooperation between the Polish and Ukrainian defense industries and opens the way to using WCBKT’s expertise to strengthen Ukraine’s technical and logistics capabilities.

Another step toward launching the Jelcz plant in Racibórz
One of the most important events of the day was the signing of a term sheet between the Polish Armaments Group, Jelcz, the Industrial Development Agency, RFK, Huta Stalowa Wola, Towarzystwo Finansowe Silesia and Polimex Mostostal (Poland: Jelcz leases former Rafako facility to Rosomak, Poland: Jelcz production in Racibórz moves closer).
The agreement sets out the basic business and financial terms for continuing the process of merging Jelcz and RFK. The parties are working toward completing the process no later than June 30, 2027.
The planned Jelcz production plant in Racibórz is expected to create around 500 new jobs and ultimately achieve production capacity of approximately 700 vehicles per year. The investment is intended to increase Jelcz’s manufacturing capacity, strengthen security of supply and establish lasting industrial capabilities in Poland.

Ammunition: production of key components in Poland
Seven companies of the PGZ Group and NitroERG have signed an agreement concerning the development of domestic capabilities in propellants, primers, explosives and pyrotechnic technologies.
The cooperation will include joint research and development, technological and industrial activities aimed at increasing the self-reliance of Poland’s defense industry in components used in ammunition, weapons and munitions.
The parties declared cooperation, among other areas, in the development of:
- fuzes and primers;
- initiating, high and propellant explosives;
- components required for their production;
- pyrotechnic materials;
- specialized mixtures used in weapon systems;
- domestic formulations and production technologies.
The agreement is intended to contribute to the development of a complete domestic ammunition production chain. This also applies to relatively small and inexpensive components whose absence can halt the entire technological process and prevent the manufacture of the finished product.
“Our products often consist of many small components that until now have been imported from abroad. They are relatively inexpensive and lightweight, but they are of critical importance to the entire technological process. Without them, it is impossible to manufacture the finished product. Together with NitroERG of the KGHM Group and key PGZ companies, we have signed an agreement aimed at creating the capabilities needed to manufacture these components at facilities located in Poland. We want the entire process, from individual components to finished ammunition, to be carried out domestically,” – said Arkadiusz Bąk, First Vice President of the Management Board of PGZ.
The agreement marks another step toward building a modern and resilient defense industry ecosystem based on domestic capabilities, secure supply chains and cooperation between Polish companies.

JELCZ.PL: localization from key systems to individual components
The second key area of Wednesday’s agreements concerned implementation of the JELCZ.PL plan. The documents signed pave the way for the production in Poland of additional parts and components used in Jelcz military vehicles.
The agreements cover power units, drive axles and axle assemblies, suspension systems, transmissions and hydraulic systems, as well as onboard electronics, diagnostic equipment, wheel rims, winches and other components. Their common objective is to increase the share of Polish companies in JELCZ vehicle production, shorten supply chains and reduce dependence on parts imported from abroad.
“Jelcz is a Polish brand that is also recognized beyond our country’s borders. This obliges us to ensure that all components which can be produced in Poland are purchased in Poland. This is the direct implementation of the local content concept promoted by the Ministry of State Assets. Instead of importing parts from Europe and beyond, we want to source them from Polish manufacturers and develop their production at domestic facilities” – emphasized Arkadiusz Bąk.
Jelcz, WSK PZL-Kalisz and Daimler Truck
The agreement concluded between Jelcz, WSK “PZL-Kalisz” and Daimler Truck concerns the launch in Poland of licensed production of Daimler Truck AG power units intended for the Jelcz vehicle family.
The project is intended to increase the participation of domestic companies in the production of key components, secure the supply of power units and reduce dependence on foreign logistics chains.
Jelcz and SKB Drive Tech
The agreement covers cooperation in the field of axle assemblies and drive axles, independent and hybrid suspension systems, reduction gears, transmissions, driveline systems and other running gear and drivetrain components.
Jelcz and Huta Częstochowa
The agreement concerns the supply of armor plates and specialty steels for wheeled vehicle projects.
Jelcz and Wojskowe Zakłady Elektroniczne
The cooperation will cover the development of onboard systems, electronics and diagnostic equipment for Jelcz vehicles.
Jelcz and Pronar
The signed document concerns cooperation on the development of new wheel rims and the identification of further areas of potential cooperation.
Jelcz and PONAR Wadowice
The agreement covers the localization of hydraulic systems, in particular power hydraulics, hydraulic systems and components of hydraulic steering systems for vehicles.
Jelcz and Borimex
The agreement concerns cooperation in the field of winches and the development of other potential areas of cooperation.
“The agreements signed cover both large and complex components, such as drive axles being developed in cooperation with SKB Drive Tech, and smaller parts used in vehicles. No component is too small for us to consider localizing its production. Every component that we are able to manufacture in Poland means a more secure supply chain, greater manufacturing independence, development of Polish companies, and capabilities and jobs that remain in the country” – added the First Vice President of the Management Board of PGZ.
JELCZ.PL is a strategy aimed at increasing the share of domestic capabilities and technologies in the next generation of Jelcz vehicles. The new vehicle family is to consist of chassis in multiple configurations, allowing bodies and equipment to be adapted to different missions and specialized applications.
The agreements concluded provide the industrial foundation for the development of this family of wheeled platforms. They combine Polish and foreign solutions with the capabilities of domestic industry, with an emphasis on local content, shorter supply chains and the localization of key production and technological processes.
WZE develops capabilities for the Patriot system
Wednesday’s program of document signings concluded with two events involving Wojskowe Zakłady Elektroniczne (WZE) and U.S. industrial partners.
WZE and Lockheed Martin
The document signed by Wojskowe Zakłady Elektroniczne and Lockheed Martin concerns an announcement of an order for ACS sections intended for PAC-3 MSE missiles.
The ACS, or Attitude Control Section, is responsible for controlling the missile during the terminal phase of flight. Developing capabilities in this area increases the participation of Polish industry in the supply chain for one of the key air and missile defense systems (WZE to supply L3Harris with key PAC-3 missile components).
WZE and Raytheon
The second document concerns an order for ESA energy storage units intended for LTAMDS radars.
LTAMDS is a next-generation radar being developed for the Patriot system. WZE’s participation in the production of its components confirms the growing role of Polish companies in international air defense programs (MSPO 2025: RTX selects WZE as the first foreign supplier in the LTAMDS program).
